What is especially ludicrous is the suggestion that the criminal could have been offended 'if he had been there', and that the gay horse man 'could have' offended passers by, even though the incident happened at 2:30 am.

Does this mean that I can be arrested for indecent exposure because I 'might' whip out my John Thomas on tyhe High Street?
